Harvest alternatives for small agencies

If Harvest’s new pricing has you looking around, there are good options. They’re not all built for the same kind of team, though. Here’s an honest look at the ones small agencies switch to most, including ours.

Short answer: For the closest thing to Harvest with invoicing and budgets, look at Sheaf (free during beta, imports your whole Harvest account), Toggl Track (polished, strong apps) and Clockify (cheapest per seat). If you want a bigger agency platform with resourcing, look at Productive. Everhour suits teams that live in tools like Asana or Jira.

Quick comparison

Prices are per person per month, billed yearly, as listed on each company’s pricing page on October 15, 2026. Monthly billing usually costs more.

Sheaf

Best for: small agencies and freelancers who liked how Harvest worked and want the same loop of time, budgets and invoices.

That’s us, so take this with a pinch of salt. Sheaf has a timer, a weekly timesheet, project budgets with alerts, expenses, estimates, invoices with partial payments and two tax rates, timesheet approvals, and profit reports from cost rates. The Harvest import brings everything over, including past invoices and which time is already billed.

Good to know: Sheaf is new. There are no native apps (it works in the browser and on phones), no card payments on invoices, and no QuickBooks or Xero sync yet. It’s free during beta, then a flat price per person with no usage fees.

Toggl Track

Best for: teams who want polished apps everywhere and great tracking on desktop and mobile.

Toggl Track is one of the most loved trackers out there, with apps for every platform and a strong browser extension. It has billable rates, estimates and invoicing, and its Premium plan adds fixed-fee projects and budget dashboards. It can import from Harvest on paid plans, covering 12 months of time entries and rates, though not invoices.

See our Sheaf vs Toggl Track comparison for more detail.

Clockify

Best for: teams who want the lowest price per seat.

Clockify is the budget pick. Its free plan is generous, invoicing starts on the Standard plan, and project budgets are on Pro. Moving from Harvest means exporting CSV files and importing them, following Clockify’s guide, so rates and invoice history take some manual work.

Everhour

Best for: teams who already plan their work in Asana, Jira, Trello or similar.

Everhour’s strength is living inside your project management tool, with timers right in your tasks. It has budgets and invoicing. The Team plan needs at least five seats, which matters if you’re a smaller studio.

Productive

Best for: agencies that want one platform for time, budgets, resourcing, and profitability forecasting.

Productive is a bigger agency management tool, not just a time tracker. It does a lot, and it takes more setup. There’s no free plan and a three-seat minimum. It has a direct Harvest import that brings in projects from the last year and time from the last three months.

Paymo

Best for: small teams who want project management, time tracking and invoicing together.

Paymo combines tasks, time and invoices, including recurring invoices on its Plus plan. Its free plan is for one person with one client, so most teams will need a paid plan.
